iPeer started

This is for the Peer Review project that I promised to deliver a pilot for business school in Fall. I like iPeer's Rubric implementation, but it will take some work to implement it for our additional use cases. My goals is NOT to make any change on iPeer's original implementation, but add features to it. It is challenge!
